Industrial Builders Inc. (IB) has a proud legacy of innovation and excellence in airport
systems integration. Following the events of September 11, 2001, IB successfully completed the nation’s
first fully integrated Explosive Detection System (EDS) — a five-unit CTX matrix — at the Boise Airport. This
groundbreaking achievement made Boise the first airport in the United States to comply with the TSA’s
newly established 100% automated baggage screening guidelines.
Today, more than two decades later, Industrial Builders remains dedicated to that same standard of excellence. We continue to deliver a comprehensive suite of EPC services — specializing in the design, procurement, construction, and integration of cutting-edge baggage handling systems tailored to meet the evolving needs of all airports.

Industrial Builders, Inc. brings extensive experience delivering complex, large-scale infrastructure projects in highly regulated and operationally sensitive environments. Our portfolio includes multiple aviation-sector projects involving BHS, secure facilities, and phased
construction within occupied terminals and active airside environments.
IB has successfully completed projects in operational airport settings where coordination with TSA, FAA, and airport operations was critical. Our team understands the stringent safety, security, and communication protocols required to work within airside and landside areas while minimizing disruption to passengers and operations.
We have longstanding relationships with specialty subcontractors and suppliers in the BHS industry, including OEM manufacturers, controls integrators, and system installers. These partnerships allow us to engage experienced, reliable teams that understand the intricacies of BHS equipment, including lead times, technical interfaces, and sequencing requirements.
With projects completed across multiple regions, IB maintains a deep understanding of both local and national construction pricing trends. Many of our projects involve phased construction within active facilities. We create phasing and logistics plans that prioritize safety, continuous operations, and schedule reliability. IB is adept at planning systems that accommodate the needs of end users during each phase of construction.

These include multimillion-dollar aviation infrastructure efforts requiring coordination with multiple agencies, aggressive schedules, and integration of advancedsystems. Passenger and Baggage Screening Detection System (PGDS)
Industrial Builders, Inc. has been involved with the Passenger and Baggage Screening Detection System (PGDS) program since its inception. As one of the original contractors supporting the development and deployment of PGDS Version 1, our team helped establish the foundational standards and integration practices that have evolved into today’s Version 8 systems.
Our early involvement provided IB with unmatched insight into the system’s architecture, performance requirements, and operational constraints — expertise that continues to drive our leadership in modern screening system upgrades, retrofits, and new installations across the country.
Industrial Builders and TSA
Between 2000 and 2003 IB led the construction of the Boise Airport New Terminal, a project that became a national benchmark for aviation security. Originally scoped at $2.5MM, this project underwent a complete redesign following the September 11, 2001, attacks and the formation of the of the Transport Security Administrations (TSA). IB’s expanded role included integrating advanced security infrastructure – most notably, the installation of five Explosive Detection Systems (EDS) and the development of a Checked Baggage Resolution Area (CBRA) to support 100% baggage screening. With a revised $21MM budget, the Boise Airport became the first in the nation to reopen post-9/11 with a fully operational Explosive Detection System, setting the foundation for TSA’s future nationwide standards.
From 2001 to 2003, Industrial Builders continued to play a critical role in helping airports across the United Stated achieve full TSA compliance. Our team supported major facilities including Tucson International airport, Phoenix Sky Harbor International Airport, and portions of Harry Reid International Airport in Las Vegas, ensuring all met the federal mandate for security clarification by December 31, 2002. Leveraging our deep technical expertise and resourcefulness, IB repurposed equipment from Boise to expedite the rollout of EDS systems and CBRA infrastructure nationwide- helping to safeguard passengers and strengthen the nation’s aviation network.
